Job Description

The Office of the Registrar of Political Parties (ORPP) is established under the Political Parties Act, Cap 7D, as an independent State Office within the meaning of article 260 of the Constitution. The core mandate of the Office is to register, regulate political parties and administer the Political Parties Fund. The ORPP In furtherance of its mandate and its vision of becoming a model regulator of political parties for a credible democratic multiparty system, the Office seeks to recruit competent, capable, and self-motivated individuals of the requisite expertise to serve on short term contracts as

  1. County Monitor - Advert No: ORPP/3/2026
  2. Ten (10) months Short- term contract – January 2027- October 2027
  3. Reports to ORPP Regional Coordinator
  4. A consolidated Monthly Gross Salary of KSh. 75,000

Key duties and Responsibilities
  • Monitoring the activities of political parties to ensure compliance with the Constitution, the Political Parties Act, the Code of Conduct for Political Parties and other relevant laws within the county of deployment;
  • Liaising with relevant government agencies on the implementation of the Code of Conduct for Political Parties within the county of deployment;
  • Providing training and sensitization support to political parties at the county level;
  • Liaising with the registration department on verified political parties’ membership list;
  • Verifying membership status for aspirants;
  • Supervising constituency monitors and consolidating monitoring reports from the constituencies; and
  • Preparing reports on county-level monitoring activities.

For appointment to this post, a candidate must have: –
  • A Bachelors’ degree in any of the following fields: Laws, Public Administration, Education, Political Science or an equivalent qualification from a recognized institution;
  • Certificate in Computer Applications;
  • Be a Kenyan citizen;
  • Have analytical skills;
  • Be competent in report writing;
  • Be willing to work anywhere within Kenya;
  • Must be a resident of the County they wish to work in; and
  • Met the requirements of Chapter Six (6) of the Constitution.

  2. Ten (10) months Short- term contract – January 2027- October 2027
  3. Reports to County Monitor
  4. A consolidated Monthly Gross Salary of KSh. 65,000
  • Monitoring compliance by political parties with the Constitution, the Political Parties Act and the Code of Conduct for Political Parties at the constituency level;
  • Liaising with relevant government agencies on the implementation of the Code of Conduct for Political Parties;
  • Reporting findings arising during campaigns and elections, including election petitions, to the County Monitor;
  • Sensitizing political parties and candidates on the Code of Conduct for Political Parties and other relevant laws; and
  • Preparing reports on the pre-election, election and post-election activities of political parties.

  • A Bachelors’ degree in any of the following fields: Laws, Public Administration, Education, Political Science or its equivalent from a recognized institution;
  • Certificate in computer applications;
  • Be a Kenyan citizen;

  • Be competent in report writing;
  • Be willing to work anywhere within Kenya;
  • Must be a resident of the Constituency they wish to work in; and

  2. Terms of Service Ten (10) months Short- term contract – Jan 2027- Oct 2027
  3. Reports to:  Senior Officer in the Compliance Department
  4. A consolidated Monthly Gross Salary of KSh. 65,000
The specific duties and responsibilities will entail:Receive incoming calls and respond to enquiries from members of the public relating to political parties, rallies and elections;Liaise with relevant ORPP departments and staff to obtain accurate and relevant information required by callers;Identify and escalate calls and enquiries from political parties, and the public that require immediate attention;Identify common issues and frequently asked questions to inform areas where ORPP may need to strengthen its policies, procedures, public education mechanisms and/or legal framework; andMaintain accurate and comprehensive records of all calls and conversations in the Call Centre database.Person Specification

  • A Bachelors’ degree in any of the following fields: ICT, Communication, Laws, Public Administration, Education, Political Science or equivalent qualification from a recognized institution;
  • Certificate in computer applications;
  • Be a Kenyan citizen;
  • Have analytical skills;
  • Be competent in report writing;
  • Be willing to work anywhere within Kenya; and
  • Met the requirements of Chapter Six of the Constitution

Additionally, Call Centre Monitors must possess the following attributes:
  • Demonstrate the ability to retain knowledge and information and provide accurate responses to frequently asked questions;
  • Demonstrate a high level of attention to detail;
  • Demonstrate the ability to interact professionally with electors and members of the public with diverse personalities and maintain a positive demeanor, including when dealing with difficult or agitated callers; and
  • Be able to work effectively under pressure.
