Job Description
Moving The Goalposts (MTG) is a sport for development organization established in 2002 in Kilifi. The organization uses football to empower girls in the rural and urban areas of the coast region. MTG envisions a more inclusive, just, and peaceful world where girls and womens human rights are realized and protected. It uses a rights-based approach and focuses primarily on sexual and reproductive rights, health, and choice. More than nine thousand girls (aged 9 – 25 years) participate in tournaments and ongoing leagues in Kilifi, Mombasa, Kwale, and Tana River counties.

Finance Manager - Position Purpose
- To ensure best practice in financial management of MTG, minimize risk, and maximize effectiveness, sustainability, and growth. To ensure that accounting systems are maintained to provide the information required for planning, monitoring, and reporting organizational operations, safeguarding assets, discharging liabilities, and legal responsibilities. Responsible for the overall supervision, implementation, and administration of MTGs financial function.
Key Roles and ResponsibilitiesFinance:
- Establish and monitor specific and measurable financial strategic goals on a coordinated, integrated basis.
- Prepare and/or review all mandatory financial reports.
- Develop strategies, policies, and tools to effectively coordinate organizational accounting, budgeting, and expenditure.
- Review all supporting documents for expenditure for accuracy and correct allocation according to accounting systems.
- Ensure and oversee payment procedures are done in a timely manner as per accounts operating manual guidelines.
- Liaise with bank personnel, track cash balances of each account, ensure deposits of returned funds, and track wire transfers.
- Prepare cash flow projections/budgets and manage cash flow to ensure sufficient funds are available; submit requests for fund installments to funding agencies in a timely manner.
- Verify the accuracy of budgets for all project proposals.
- Review monthly actual vs. budget variances and ensure adequate reasons are given.
- Responsible for closing the monthly General Ledger.
- Ensure organizational and donor audits are conducted in a timely manner.
- In liaison with the HR Manager, train staff members on financial procedures and systems.
- Maintenance of the Fixed Asset Register.
- Review and approve monthly reconciliations of cash and bank accounts.
- Ensure timely forex and maintenance of proper liquidity levels for the organizations main accounts.
- Maintain accurate disbursement schedules for cash transfers through online banking and Mpesa platforms.
- Oversee maintenance, timely, and sequential filing of payment records.
- Oversee preparation of all financial reports for donors.
- Ensure and manage cost recovery.
- Review grant agreements before signature to assess risk and compliance with MTG policies.
- Ensure financial requirements as per grant agreements are adhered to.
- Ensure internal control compliance and reporting (INPAS).
- Ensure adequate preparation and participation in internal and external audits.
- Monitor the financial risk matrix and advise management accordingly.
- Ensure external audits are performed and completed on time within legal deadlines, management responses are shared, and audit recommendations are implemented.
- Ensure necessary insurance policies are in place to safeguard assets and staff.
- Ensure proper implementation of the investment policy.
- Oversee all office purchases and procurement systems.
- Set up and oversee office supplies and requisition systems in line with MTGs purchasing policy.
- Carry out inventory spot checks, document, and resolve stock variances on time.
- Serve as the lead convener of Procurement Committee deliberations.
- Ensure transactions and financial reports comply fully with Kenyan laws and regulations.
- In liaison with the HR & Administration Manager, ensure salary payments for all staff and timely payment of statutory deductions.
- Serve as Secretary to the Finance Committee of the Board.
- Prepare Finance Board papers for submission by the Executive Director.
Qualifications
- Degree in Financial Management, Commerce, or Business Administration with a Finance option.
- CPA (K) and/or ACCA.
- At least 5 years’ work experience at a middle to senior level in finance and administration within an NGO setting.
- Strong accounting background with the ability to prepare financial reports, statements, and projections, alongside excellent knowledge/experience with accounting software.
- Excellent verbal, analytical, organizational, and writing skills.
- Adaptable with a strong commitment to the promotion of girls and womens rights and the use of football for development.
- Experience in ESG Reporting.
